The OpenID Foundation has selected Raidiam as one of the first organisations to join its forthcoming independent conformance test program for OpenID for Verifiable Credentials as a testing service provider. These organisations have signed a Memorandum of Understanding with the OpenID Foundation, committing to collaborate as testing service providers in the forthcoming independent conformance test program, which will launch in Q2 2026.

This new independent conformance test program will complement the OpenID Foundation’s existing self-certification service. It will be an internationally recognised independent conformance test program for OpenID for Verifiable Credentials implementations and will help set a global standard for quality and interoperability. It will also give ecosystems a way to align conformance with their local regulatory and sovereignty requirements.

Ralph Bragg, CTO and Co-Founder of Raidiam, said:

"The OpenID Foundation’s new independent conformance test program is a big step forward for the digital identity community.

At Raidiam, this is work we know inside out - we’ve been running production grade conformance services for years, across some of the largest open banking and open finance ecosystems worldwide. Building on the Foundation’s own methodologies, we’ve extended those frameworks to deliver hundreds of thousands of functional test cases - including nearly half a billion test executions for Open Finance Brasil in 2025.

We’ve proven what true scale and assurance look like in live production settings - and we’re excited to bring that experience to help set a new global standard for digital identity."

As more than 60 countries pursue national digital identity initiatives and around 90 explore open data and smart data programs, schemes need to prove that their wallets, issuers, verifiers and relying parties implement standards correctly and consistently. Independent conformance testing gives schemes, regulators and vendors a way to evidence interoperability and assurance in line with these expectations, while still benefiting from a globally consistent standards base.

Why OpenID for Verifiable Credentials Conformance Testing Matters

OpenID for Verifiable Credentials (OpenID4VC) defines how verifiable credentials are issued and presented using widely adopted OpenID standards. For schemes moving from pilot to production, simply adopting the specification is no longer enough. They need a reliable way to ensure that wallet providers, credential issuers and verifiers all behave consistently across a complex ecosystem. Conformance testing for OpenID for Verifiable Credentials provides this assurance by validating implementations against a standardised test suite.

Robust conformance testing helps schemes reduce interoperability issues and supports cross-border recognition of digital identity credentials. It also gives regulators a clear line of sight between technical behaviour and policy goals such as privacy, security and user control. For vendors, it creates a transparent way to demonstrate that their products meet the expectations of schemes and regulators, and to show that their implementations align with the profiles defined by the OpenID Foundation and local ecosystems.

Raidiam’s Role as a Testing Service Provider and Trust Infrastructure Partner

By joining the OpenID Foundation’s independent conformance test program, Raidiam will be able to offer OpenID for Verifiable Credentials conformance testing as an independent service to schemes and solution providers worldwide. This builds on our long-standing work with OpenID-based standards and our experience delivering trust infrastructure for large-scale Open Banking, Open Finance and digital identity ecosystems.

Raidiam Connect is designed to help ecosystems manage participants and manage trust at scale. It supports OpenID Federation to describe and govern entities, and trust registries to control which organisations and software can operate in a scheme. It also provides robust directory services to manage relationships between issuers, verifiers, wallets and relying parties.

Raidiam Assure delivers conformance and certification services for standards-based ecosystems, including support for automated testing and reporting. By combining Raidiam Assure with the trust and governance capabilities of Raidiam Connect, and our role in the OpenID Foundation’s independent conformance test program, we can help schemes move from compliant components to a truly interoperable, governable ecosystem.

For governments and regulators, this means a single partner that can both validate that implementations conform to OpenID for Verifiable Credentials and provide the trust and governance layer needed to run production-grade digital identity and open data schemes. For vendors, it offers an opportunity to align product roadmaps with the expectations of both the OpenID Foundation and the schemes they serve, supported by a clear conformance path and ecosystem-aware guidance.

Supporting Digital Identity, Wallets and Open Data Ecosystems

Digital identity and open data programs are increasingly converging. Many markets are exploring wallet-based approaches that let individuals and businesses hold and present verifiable credentials. These wallets support use cases across finance, government services, education and beyond. OpenID for Verifiable Credentials, combined with OpenID Federation and trust registries, gives these ecosystems a standards-based way to orchestrate trust between all of the parties involved.

Independent OpenID for Verifiable Credentials conformance testing is a key part of this story. It helps ensure that wallet applications, credential services and verifiers behave predictably across jurisdictions. At the same time, each ecosystem can still express its own policies, assurance levels and regulatory requirements. As one of the first testing service providers in the OpenID Foundation’s new program, Raidiam is well placed to support this new generation of digital identity and open data schemes.

If you’re a scheme operator, regulator or solution provider planning to adopt OpenID for Verifiable Credentials as part of a digital identity wallet, trust framework or open data initiative, please get in touch. We can support both your conformance testing and your trust infrastructure needs.
